Debt collecting using cell phones

President Obama has approved a measure to allow debt collectors to call cell phones. However, debt collectors can only call cell phones if the debt is being collected for the federal government. Debt collectors can not call cell phones for non-government debt.

How are these debt collectors, which play a very important roll in small business success, going to possibly workout repayment of the debt when more and more households do not have landlines?

Yes there are bad debt collecting companies out there that do not follow the rules. However, the quality collection companies are working harder to collect less money. These companies need the tools to collect the debt. Why can a collection company use this new tool to collect a government debt but not a business or retail debt?
